A mechanism for allocating funding based on collective, reputation based voting.

Funding is in the form of a certain amount of tokens over time, either until funding is diverted elsewhere or required funding has been met.

The more reputation has upvoted a proposal, the faster it will be funded.

Think of it like a subreddit for allocating capital.
